Civ5 Can't Build Boats
It also seems that you have to have a certain amount of water tiles connected to your city in order to build naval units. for example, playing russia, i placed moscow on a coast. turns out there's a tile of ice blocking that section of the ocean from the rest of it, and i was unable to build naval units in moscow.. The city needs to be coastal for you to build boats. it has to actually be adjacent to a coast tile. this means you can't build any of the coastal buildings either, ie lighthouse, harbor, seaport.. The fishing boat change has to be the oddest change i've seen. i definitely think that should be a harbor function. that might punish early game water tiles since it takes a while to be able to build a harbor. imagine starting one tile off the coast and being unable to ever improve your resources in the water until you get a harbor..
Yeah it needs to be so you can build a harbor and all that stuff which give food bonuses for fishing. but like nd40 said its a work boat. if the cities on the coast it will show up at the top of the list below workers.. Civ 5 can't build apollo program submitted 2 years ago by foundation_afro i like my barbarians raging i can't build the apollo program in any of my cities in my current game.. I have 3 cities that are on water, and only 1 can build naval units. all of them can build work boats, so in theory they should be able to make naval units. his cities, even the ones set on small inland lakes can make transports to just sit in the lake if he so desires, but mine cannot..
